PPP opportunities in Indian Railway Passenger Services

Ministry of Railways has invited Request for Qualifications for Private players to operate passenger train services over 109 Origin-Destination (OD) pair of routes across 12 clusters identified across the country.

Currently, the Indian Railway network covers a route of about 68,000 km. In the period of 2018-19, Indian Railways ferried a total of 3.65 Billion passengers (non-suburban) of which the reserved passenger volume was 590 million. Almost 88.5 Million of waitlisted passengers could not be accommodated. This speaks of a sizeable opportunity for expanding Railway operations in the country.

Private players can bid for either a single cluster or multiple clusters under this investment opportunity which is worth about USD 4 Billion. Private partners will have the freedom to procure rolling stock and operate & maintain over 151 trains. With all operational infrastructure provided by the government, the Private Entity shall have the freedom to decide on the fare to be charged from its passengers. A significant benefit is that the Private trains will be given priority equivalent to premium trains of Indian Railways.

The Application Due Date is 07 Oct 2020.
